| 28 | 28 | That title 4 of the general statutes be amended to encourage innovation and efficiency in the delivery of human services by (1) allowing savings to be retained by a contracted human services provider at the end of contract terms, and (2) allowing such savings to be reinvested into service delivery, if a state agency determines the provider complied with contractual and other service delivery requirements. | |
