AN ACT CONCERNING AN ADULT ADOPTED PERSON'S ACCESS TO AN UNCERTIFIED COPY OF HIS OR HER ORIGINAL BIRTH CERTIFICATE.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to (1) require the Department of Public Health to issue an uncertified copy of an original birth certificate to an adopted person eighteen years of age or older or such person's adult child or grandchild, regardless of the date of such person's adoption, and (2) clarify that a person born outside of this state but adopted in this state has the same right to information on his or her original birth certificate as a person born and adopted in this state.

Statement of Purpose: 

To restore the right of every adopted adult resident of the state to obtain his or her original, true birth certificate.
