AN ACT CONCERNING ACCOUNTABILITY OF CANDIDATES AND UNVERIFIED COMMUNICATIONS. Be it enacted by the Senate and House of Representatives in General Assembly convened: That chapters 155 and 157 of the general statutes be amended to require (1) reference of a direct source for any claim made with regard to any public record, statement, voting record, attendance record, official platform or policy position of any candidate for public office when (A) the candidate committee of any other candidate for public office makes any expenditure for the purpose of publishing campaign materials that state any such claim, and (B) any independent expenditure is made on behalf of or in opposition to any candidate for public office for the purpose of publishing any materials that state any such claim, and (2) that any candidate participating in the Citizens' Election Program have knowledge that any claim made with regard to any public record, statement, voting record, attendance record, official platform or policy position of any other candidate for public office is reasonably accurate when such participating candidate's committee makes any expenditure for the purpose of publishing campaign materials that state any such claim. Statement of Purpose: To require reference of a direct source for certain claims about a candidate on political publications and communications.
