2828 AN ACT MAKING CERTAIN CHANGES TO ELECTION ADMINISTRATION PROCEDURES.

3030 Be it enacted by the Senate and House of Representatives in General Assembly convened:

3232 That title 9 of the general statutes be amended to (1) redefine certain terms regarding the holding of an election to provide that an elector may cast a ballot at such election during the period beginning twenty days prior to the day of such election and ending the day of such election, in a form and manner prescribed by the Secretary of the State, (2) permit municipalities to provide similarly at municipal elections and referenda, (3) require that the Secretary establish a pilot program for the designation of regional voting centers and allow electors to vote at any such regional voting center instead of in the municipality in which they are admitted as an elector, (4) require the Commissioner of Revenue Services, the Commissioner of Social Services, the Board of Regents for Higher Education and the Board of Trustees of The University of Connecticut to collaborate with the Secretary to ensure compliance with the National Voter Registration Act of 1993, including implementation of a process for automatically admitting individuals as electors during transactions with any such entity unless any such individual affirmatively requests to not be so admitted, and (5) require that the Secretary establish a pilot program for the implementation of a process by which an elector may submit a ballot by mail to a designated election official for purposes of casting such ballot.
