2828 Be it enacted by the Senate and House of Representatives in General Assembly convened:

3030 That chapter 16 of the general statutes be amended to require the approval by a vote of at least two-thirds of the members of each house of the General Assembly for the enactment of any new unfunded mandate to local governments.
