2828 Be it enacted by the Senate and House of Representatives in General Assembly convened:

3030 That chapter 164 of the general statutes be amended to create a remedial literacy program that shall (1) be available for students who are struggling to learn how to read in grades kindergarten to three, inclusive, in priority school districts, and (2) offer a reading horizons reading workshop that provides instruction for English teachers on new methods of teaching reading to students who are struggling to learn how to read.
