2626 AN ACT CONCERNING THE CREATION OF AN EQUITABLE EDUCATION COST-SHARING FORMULA, AN EXEMPTION FROM THE MINIMUM BUDGET REQUIREMENT AND RELIEF FROM CERTAIN STATE EDUCATION MANDATES.

2828 Be it enacted by the Senate and House of Representatives in General Assembly convened:

3030 That (1) section 10-262h of the general statutes be amended to establish a new formula for equalization aid grants that (A) revises the definition of foundation, as defined in section 10-262f of the general statutes, to be an amount that is based on an analysis of verifiable data and provides sufficient resources to educate students to a constitutionally adequate standard, (B) provides additional weights based on student learning needs, such as (i) low-income students who are enrolled in HUSKY A and children's nutrition programs, (ii) students who are identified as English language learners, and (iii) students who attend schools with high concentrations of low-income students and English language learners, (C) creates a ratio of the state and local share that is based on a town's wealth and need, which may take into account the following factors (i) the equalized net grand list per capita, (ii) the per capita income, (iii) the mill rate as a measure of tax effort, (iv) the unemployment rate, (v) a measure of child poverty, such as per capita aid to children receiving temporary family assistance program benefits, or the percentage of children identified as being eligible for HUSKY A, and (D) applies to all public school students, except those students enrolled in a technical high school, (2) section 10-262j of the general statutes be amended to provide exemptions from the minimum budget requirement to any town with a budgeted appropriation for education that consists of less than ten per cent of funds from the equalization aid grant, and (3) title 10 of the general statutes be amended to establish a program that permits high performing school districts to request waivers from state education mandates relating to (A) curriculum, (B) budget, (C) school schedule and calendar, (D) staffing policies and procedures, (E) school district policies and procedures, and (F) professional development.
