2828 AN ACT CONCERNING MAIL-IN VOTING, REGIONAL VOTING CENTERS AND OPT-OUT AUTOMATIC VOTER REGISTRATION.

3030 Be it enacted by the Senate and House of Representatives in General Assembly convened:

3232 That title 9 of the general statutes be amended to provide that (1) each elector at each regular election shall cast a ballot at such election by submitting such ballot by mail to a designated election official unless such elector affirmatively requests to so cast such ballot in person at a polling location, (2) regional voting centers shall be designated for the purpose of allowing any elector to vote at any such center instead of in the municipality in which such elector is admitted, and (3) the Commissioner of Revenue Services, the Commissioner of Social Services, the Board of Regents for Higher Education and the Board of Trustees of The University of Connecticut shall collaborate to ensure compliance with the National Voter Registration Act of 1993 during any interactions individuals may have with their respective agencies, including implementation of a process for automatically admitting any such individual as an elector during any such interaction unless such individual affirmatively requests to not be so admitted.
