28 | 28 | That the State Bond Commission be empowered to authorize the issuance of bonds of the state in accordance with section 3-20 of the general statutes, in principal amounts not exceeding in the aggregate fifty million dollars, the proceeds of which shall be used by the Secretary of the Office of Policy and Management for a nonprofit grant program that allows nonprofit health and human services organizations, exempt under Section 501(c)(3) of the Internal Revenue Code of 1986, to receive grants-in-aid for capital and infrastructure projects that include renovating existing facilities, upgrading information technology systems, enhancing compliance with the Americans with Disabilities Act, improving energy systems and purchasing vehicles. | |
