2626 Be it enacted by the Senate and House of Representatives in General Assembly convened:

28-Section 1. (NEW) (Effective July 1, 2017) Any municipality may, by ordinance, impose an annual user fee on any public or independent institution of higher education located in such municipality. Such user fee shall be the product of the number of full-time students residing on such institution's property within such municipality multiplied by an amount determined by such municipality, provided such amount shall not exceed four hundred dollars per full-time residential student.
