AN ACT CONCERNING THE USE OF CHILD RESTRAINT SYSTEMS. Be it enacted by the Senate and House of Representatives in General Assembly convened: That section 14-100a of the general statutes be amended to provide that a child under eight years of age, instead of six years of age, shall use an approved child restraint system; a child under two years of age, instead of one year of age, weighing less than thirty pounds, shall use a rear-facing child seat equipped with a five-point harness; a child under five years of age, weighing less than forty pounds, shall use either a rear-facing or forward-facing child seat equipped with a five-point harness; a child under eight years of age shall use a rear-facing or forward-facing child seat equipped with a five-point harness or a booster seat secured by a shoulder belt; a child eight years of age or older shall use a safety seat belt that includes a shoulder belt; and a child shall not be secured in a rear-facing child seat in the front seat of any motor vehicle that is equipped with an active passenger-side air bag. Statement of Purpose: To protect children in the state by expanding the existing statute requiring child restraint systems in motor vehicles.
