2424 AN ACT ESTABLISHING A TASK FORCE TO STUDY FACTORS THAT INFLUENCE TUITION RATES.

2626 Be it enacted by the Senate and House of Representatives in General Assembly convened:

2828 Section 1. (Effective from passage) (a) There is established a task force to study the factors that influence the establishment of tuition rates at public institutions of higher education. The task force shall (1) identify and analyze factors that influence tuition rates, (2) examine the costs associated with attending a public institution of higher education, such as room and board costs, book and other educational material expenses, and mandatory fees, and (3) provide recommendations to lower tuition rates and other educational costs.

3030 (b) The task force shall consist of the following members:

3232 (1) Two appointed by the speaker of the House of Representatives;

3434 (2) Two appointed by the president pro tempore of the Senate;

3636 (3) One appointed by the majority leader of the House of Representatives;

3838 (4) One appointed by the majority leader of the Senate;

4040 (5) One appointed by the minority leader of the House of Representatives; and

4242 (6) One appointed by the minority leader of the Senate.

4444 (c) Any member of the task force appointed under subsection (b) of this section may be a member of the General Assembly.

4646 (d) All appointments to the task force shall be made not later than thirty days after the effective date of this section. Any vacancy shall be filled by the appointing authority.

4848 (e) The speaker of the House of Representatives and the president pro tempore of the Senate shall select the chairpersons of the task force from among the members of the task force. Such chairpersons shall schedule the first meeting of the task force, which shall be held not later than sixty days after the effective date of this section.

5050 (f) The administrative staff of the joint standing committee of the General Assembly having cognizance of matters relating to higher education and employment advancement shall serve as administrative staff of the task force.

5252 (g) Not later than January 1, 2018, the task force shall submit a report on its findings and recommendations to the joint standing committee of the General Assembly having cognizance of matters relating to higher education and employment advancement, in accordance with the provisions of section 11-4a of the general statutes. The task force shall terminate on the date it submits such report or January 1, 2018, whichever is later.
