General Assembly Substitute Bill No. 7234 January Session, 2017 *_____HB07234HED___031717____* General Assembly Substitute Bill No. 7234 January Session, 2017 *_____HB07234HED___031717____* AN ACT CONCERNING STUDENTS IN CRISIS AT INSTITUTIONS OF HIGHER EDUCATION. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective July 1, 2017) (a) For purposes of this section, "student in crisis" means a student attending a public or independent institution of higher education who (1) does not have reliable access to a sufficient quantity of affordable, nutritious food; (2) is at risk of becoming homeless or is homeless; or (3) is claiming an exemption from providing parental information under the Free Application for Federal Student Aid due to special circumstances, including, but not limited to, the incarceration of a parent or guardian, such student has left home due to an abusive family environment or the inability to locate or contact a parent or guardian. (b) Not later than October 1, 2017, The University of Connecticut, the Board of Regents for Higher Education and the Connecticut Conference of Independent Colleges shall each submit a report on students in crisis to the Office of Higher Education and joint standing committee of the General Assembly having cognizance of matters relating to higher education and employment advancement, in accordance with the provisions of section 11-4a of the general statutes. Such report shall include, but need not be limited to, each institution's (1) processes for identifying students in crisis; (2) policies that assist students in crisis in securing housing and other basic needs; and (3) procedures for processing the Free Application for Federal Student Aid for a student claiming an exemption from providing parental information.
