2626 Be it enacted by the Senate and House of Representatives in General Assembly convened:

2828 Section 1. (Effective January 1, 2018) The State Elections Enforcement Commission shall conduct a study of the efficacy of (1) the Citizens' Election Program with regard to (A) amounts of qualifying contributions to be raised by participating candidates, (B) amounts of grants received by qualifying candidate committees, eligibility for such grants and the use of such grants, and (C) amounts of organization expenditures made in support of participating candidates, (2) the timeframe in which the commission (A) concludes investigations conducted or hearings held on written complaints, (B) issues orders on such complaints, or (C) dismisses such complaints, (3) reporting requirements and thresholds for disclosure of coordinated and independent spending, (4) restrictions with regard to content of political communications and requirements for disclaimer and attribution, and (5) programs for the public financing of campaigns for municipal offices in municipalities permitted to implement such programs.

46+To require the State Elections Enforcement Commission to conduct a study of the efficacy of various aspects of the state's campaign finance framework, including the Citizens' Election Program, disposition of complaints before the commission, reporting and disclosure requirements, content restrictions and attribution requirements for political communications and public financing of campaigns for municipal offices.
