RESOLUTION EXPRESSING OPPOSITION TO THE FEDERAL RAILROAD ADMINISTRATION'S PLAN TO CONSTRUCT A BYPASS THROUGH SOUTHEASTERN CONNECTICUT. 

Resolved by this Assembly:

WHEREAS, the Federal Railroad Administration's plan to construct a bypass on the Northeast Corridor between Old Saybrook, Connecticut, and Kenyon, Rhode Island, has negatively impacted the communities of southeastern Connecticut; and

WHEREAS, the construction of such bypass will be disruptive to the scenic, peaceful and historic towns of southeastern Connecticut; and 

WHEREAS, the construction of such bypass will cause a decline in property values, divide neighborhoods and negatively affect tourist areas of southeastern Connecticut; and

WHEREAS, the construction of such bypass will significantly damage the fragile and unique ecology of the Connecticut River Estuary and irreparably harm Old Lyme's nationally registered historical landmarks; and

WHEREAS, the construction of such bypass will have a devastating impact on environmentally precious areas, home sales, farm land and businesses; and

WHEREAS, merely the threat of such bypass has halted real estate transactions in southeastern Connecticut's communities.

NOW THEREFORE BE IT RESOLVED, that the plan to construct a bypass on the Northeast Corridor between Old Saybrook, Connecticut, and Kenyon, Rhode Island, be eliminated from the Federal Railroad Administration's plan, NEC Future, before the Federal Railroad Administration makes a final recommendation; and

BE IT FURTHER RESOLVED, that a copy of this resolution, suitably engrossed, be sent to the Federal Railroad Administration.
