AN ACT PROHIBITING DISCRIMINATION AND BIAS IN STATE MASTERY EXAMINATIONS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That title 10 of the general statutes be amended to (1) provide a valid, fair and reliable estimate of a student's overall performance in a subject area relative to grade-appropriate standards, (2) prevent supplanting of academic standards and ensure a diverse curricula, (3) prohibit the use of mastery examination results as the sole indicator for student promotion or graduation, (4) establish guidelines to investigate and continuously monitor (A) computer device effects, (B) variance in student computer skills and fluency, and (C) issues relating to computer adaptive test alignment and question pool, and (5) prohibit the use of the mastery examination for purposes beyond its design and validity.

Statement of Purpose: 

To make revisions relating to the state mastery examination.
