30 | 30 | That chapter 928 of the general statutes be amended to provide that a foreign libel judgment shall be unenforceable against a state resident unless the foreign proceeding minimally offered the level of protection provided by the Free Speech Clause of the First Amendment, or that the defendant state resident would have been found to have committed libel under applicable state law. | |
