AN ACT REQUIRING THE DEPARTMENT OF MOTOR VEHICLES TO ENTER INTO CERTAIN SERVICE AGREEMENTS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. Subsection (b) of section 14-41 of the general statutes is repealed and the following is substituted in lieu thereof (Effective from passage):

(b) (1) An original operator's license shall expire within a period not exceeding six years following the date of the operator's next birthday. The fee for such license shall be seventy-two dollars. 

(2) The commissioner [may] shall authorize [a contractor] contractors, including, but not limited to, [an] automobile [club or association] clubs or associations, licensed in accordance with the provisions of section 14-67 on or before July 1, 2007, or [any office or department of a municipality] motor vehicle dealers or repairers, licensed in accordance with section 14-52, or municipalities, to issue duplicate licenses and identity cards pursuant to section 14-50a, renew licenses, renew identity cards issued pursuant to section 1-1h and conduct registration transactions at [its office facilities] the offices or facilities of such contractors or municipalities. The commissioner may authorize such contractors or municipalities to charge a convenience fee, which shall not exceed five dollars, to each applicant for a license or identity card renewal or duplication, or for a registration transaction. The commissioner shall adopt regulations, in accordance with chapter 54, to establish qualifications, training requirements, security requirements and performance standards for such contractors and municipalities to issue duplicate licenses and identity cards, renew licenses and identity cards and conduct registration transactions. Not later than January 1, 2018, and annually thereafter, the commissioner shall submit a report, in accordance with the provisions of section 11-4a, to the joint standing committee of the General Assembly having cognizance of matters relating to transportation on the status and progress of authorizing such contractors and municipalities pursuant to the provisions of this subdivision.

Statement of Purpose: 

To require the Commissioner of Motor Vehicles to (1) enter into agreements with contractors, including motor vehicle dealerships, and municipalities to issue duplicate licenses and identity cards, renew licenses and identity cards and conduct registration transactions, (2) adopt regulations establishing qualifications, requirements and performance standards for such contractors and municipalities, and (3) submit annual reports regarding the status and progress of authorizing such contractors and municipalities.
