AN ACT ENSURING TIMELY PAYMENT FOR HOSPITAL SERVICES.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That sections 17b-239e and 12-263b of the general statutes be amended to require the Commissioner of Social Services to make quarterly payments to eligible hospitals equal to one-quarter of their allocated annual share of the supplemental inpatient payment pool. Such payments shall (1) be made not later than the last day of the second month of each quarter, (2) not be diverted to any other use, and (3) be recoverable by the hospitals via an offset of their quarterly taxes due upon failure of the commissioner to make payment.
Statement of Purpose:
To ensure adequate hospital funding by requiring timely and complete payment to the hospitals of supplemental inpatient payment pool funds and allowing them to deduct and withhold payments from their hospital taxes due if payments are not made.
