AN ACT CONCERNING LEGISLATIVE APPROVAL FOR NEW STATE MANDATES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That chapter 16 of the general statutes be amended to require the approval by a vote of at least two-thirds of the members of each chamber of the General Assembly to enact any new state mandate for which no state reimbursement is provided to municipal governments for costs resulting from such new mandate. 

Statement of Purpose: 

To require a two-thirds majority vote of both chambers in order to pass new unfunded state mandates.
