AN ACT CONCERNING MEDICAID COST SAVINGS FOR STUDENTS. 

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective July 1, 2017) (a) The Commissioner of Social Services shall apply for a Medicaid waiver, pursuant to Section 1115 of the Social Security Act, as amended from time to time, to provide Medicaid coverage for the cost of premiums for health insurance sponsored by a constituent unit, as defined in section 10a-1 of the general statutes, for students enrolled in a constituent unit who are (1) not covered by any other health insurance plan, and (2) eligible for Medicaid benefits. The commissioner shall submit the waiver application in accordance with section 17b-8 of the general statutes.

(b) Not later than July 1, 2018, the commissioner shall submit, in accordance with section 11-4a of the general statutes, a plan to provide such coverage pursuant to subsection (a) of this section, along with recommendations for legislation and funding necessary to implement such plan to the joint standing committees of the General Assembly having cognizance of matters relating to human services, higher education and employment advancement, and appropriations and the budgets of state agencies.
