1212 AN ACT REQUIRING A STUDY OF OPPORTUNITIES FOR PUBLIC ACCESS AND ENJOYMENT TO WATERWAYS FOR LAND-CONSTRAINED MUNICIPALITIES.

1414 Be it enacted by the Senate and House of Representatives in General Assembly convened:

1616 Section 1. (Effective from passage) The Commissioner of Energy and Environmental Protection shall conduct a study on the ability of land-constrained municipalities to create opportunities for public access and enjoyment of the waterfront and shoreline along navigable waterways, including, but not limited to, the use of floating structures, as intended for water-dependent uses, as defined in section 22a-93 of the general statutes. Not later than February 1, 2018, the Commissioner of Energy and Environmental Protection, in accordance with section 11-4a of the general statutes, shall submit recommendations on ways to create such opportunities to the joint standing committees of the General Assembly having cognizance of matters relating to the environment and planning and development. Such report shall include, but not be limited to, any recommended legislation to facilitate the implementation of the recommendations developed pursuant to such study.
