2626 Be it enacted by the Senate and House of Representatives in General Assembly convened:

2828 That the general statutes be amended to: (1) Prohibit the time during which a former state employee, or any person eligible to receive state-sponsored retirement benefits, earns severance pay from counting as state service for the purposes of vesting; (2) prohibit severance pay from being counted as earnings for the purposes of calculating any state retirement benefits; and (3) make the prohibitions in subdivisions (1) and (2) of this act applicable to any unclassified employee or individual not covered by a collective bargaining agreement and to any collective bargaining agreement entered into on or after the effective date of this act.
