| 28 | 28 | That the general statutes be amended to permit the Department of Developmental Services to (1) allocate a certain percentage of any unallocated surplus in the department's budget in any given fiscal year to serve families on any department waiting lists for services provided by the department during such fiscal year, or (2) retain a certain percentage of any unallocated surplus in the department's budget in any given fiscal year for allocation toward services expenditures of the department in the following fiscal year. | |
