Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (Effective from passage) Not later than February 1, 2018, the Commissioner of Energy and Environmental Protection, in consultation with the Commissioner of Public Health and the chairperson of the Public Utilities Regulatory Authority, shall submit a report, in accordance with the provisions of section 11-4a of the general statutes, to the joint standing committee of the General Assembly having cognizance of matters relating to the environment on the viability of expanding the bottled water industry in Connecticut and any recommended legislation concerning such future expansion. In undertaking such report, the considerations of the commissioner shall include, but need not be limited to, the future adequacy of the drinking water supply for residents of the state, the effect that present and future drought conditions have or may have on such viability, the future infrastructure needs of such industry, the future job creation capacity of such industry, requirements for the prioritization of water use in times of public health emergencies and moderate or severe drought conditions, the future impact to state and municipal solid waste streams of any such expansion and the requisite rate standards or regulatory requirements for any such future bulk water purchases by such industry.
