12	24		AN ACT ESTABLISHING A TASK FORCE TO STUDY SUBSTANCE ABUSE TREATMENT REFERRAL PROGRAMS ESTABLISHED BY MUNICIPAL POLICE DEPARTMENTS.

14	26		Be it enacted by the Senate and House of Representatives in General Assembly convened:

16		-	Section 1. (Effective from passage) (a) There is established a task force to study substance abuse treatment referral programs ~~that have been~~ established by municipal police departments to refer persons with an opioid use disorder or persons seeking recovery from drug addiction to substance abuse treatment facilities. The task force shall (1) ~~examine~~ such referral programs, (2) identify any barriers faced by such referral programs, and (3) determine the feasibility of ~~implementing~~ such programs on a state-wide basis.

(Effective from passage) (a) There is established a task force to study substance abuse treatment referral programs established by municipal police departments that refer persons with an opioid use disorder or persons seeking recovery from drug addiction to substance abuse treatment facilities. The task force shall (1) review such referral programs, (2) identify any barriers faced by such referral programs, and (3) determine the feasibility of expanding such programs on a state-wide basis.

18	30		(b) The task force shall consist of the following members:

20		-	(1) Two appointed by the speaker of the House of Representatives~~, one of whom shall be a municipal police chief~~;
	32	+	(1) Two appointed by the speaker of the House of Representatives;

22		-	(2) Two appointed by the president pro tempore of the Senate~~, one of whom shall be a chief elected official from a town with a population of less than twenty-five thousand persons~~;
	34	+	(2) Two appointed by the president pro tempore of the Senate;

24		-	(3) One appointed by the majority leader of the House of Representatives~~, who shall be a member of the Connecticut Police Chiefs Association~~;

26		-	(4) One appointed by the majority leader of the Senate~~, who shall be a municipal police chief who oversees a substance abuse treatment referral program~~;

28		-	(5) One appointed by the minority leader of the House of Representatives~~, who shall be a chief elected official from a town with a population of or greater than twenty-five thousand persons~~;

30	42		(6) One appointed by the minority leader of the Senate;

32	44		(7) The Commissioner of Emergency Services and Public Protection, or the commissioner's designee;

34	46		(8) The Commissioner of Mental Health and Addiction Services, or the commissioner's designee; and

36	48		(9) One representative of the Connecticut Alcohol and Drug Policy Council, appointed by the cochairpersons of the council.

38	50		(c) Any member of the task force appointed under subdivision (1), (2), (3), (4), (5) or (6) of subsection (b) of this section may be a member of the General Assembly.

40	52		(d) All appointments to the task force shall be made not later than thirty days after the effective date of this section. Any vacancy shall be filled by the appointing authority.

42	54		(e) The speaker of the House of Representatives and the president pro tempore of the Senate shall select the chairpersons of the task force from among the members of the task force. Such chairpersons shall schedule the first meeting of the task force, which shall be held not later than sixty days after the effective date of this section.

44	56		(f) The administrative staff of the joint standing committee of the General Assembly having cognizance of matters relating to public safety and security shall serve as administrative staff of the task force.

46	58		(g) Not later than January 1, 2018, the task force shall submit a report on its findings and recommendations to the joint standing committee of the General Assembly having cognizance of matters relating to public safety and security, in accordance with the provisions of section 11-4a of the general statutes. The task force shall terminate on the date that it submits such report or January 1, 2018, whichever is later.
