2424 AN ACT IMPLEMENTING THE RECOMMENDATIONS OF THE SCHOOL NURSE ADVISORY COUNCIL.

2626 Be it enacted by the Senate and House of Representatives in General Assembly convened:

2828 Section 1. Section 10-212 of the general statutes is repealed and the following is substituted in lieu thereof (Effective October 1, 2017):

3030 (a) Each local or regional board of education shall appoint one or more school nurses or nurse practitioners. Such school nurses and nurse practitioners appointed by such boards shall be qualified pursuant to regulations adopted in accordance with the provisions of chapter 54 by the State Board of Education in consultation with the Department of Public Health. Such school nurses may also act as visiting nurses in the town, may visit the homes of pupils in the public schools and shall assist in executing the orders of the school medical advisor, if there is any in such town, and perform such other duties as are required by such board.

3232 (b) Notwithstanding any provision of the general statutes or any regulation of Connecticut state agencies, nothing in this section shall be construed to prohibit the administering of medications by parents or guardians to their own children on school grounds.

3434 (c) School nurses and nurse practitioners appointed by or under contract with any local or regional board of education and any nurse provided to a nonpublic school under the provisions of section 10-217a shall submit to a criminal history records check in accordance with the provisions of section 29-17a.

3636 (d) In addition to the continuing qualification requirements for school nurses set forth in the regulations of Connecticut state agencies, every school nurse appointed by a local or regional board of education on or after July 1, 2018, shall complete, not later than one year after the date of such appointment, at least twelve hours of continuing education approved by the Department of Education, in collaboration with the Association of School Nurses of Connecticut.

3838 Sec. 2. (NEW) (Effective July 1, 2017) Each school district shall participate in the annual health services program information survey conducted by the State Board of Education.

4040 Sec. 3. Subsection (a) of section 10-212f of the general statutes is repealed and the following is substituted in lieu thereof (Effective October 1, 2017):

4242 (a) The Commissioner of Education shall establish a School Nurse Advisory Council consisting of the following members:

4444 (1) One representative from each state-wide bargaining representative organization that represents school nurses;

4646 (2) One representative of the Association of School Nurses of Connecticut; [who is employed in a private or parochial school;]

4848 (3) One representative of the Connecticut Nurses Association;

5656 (7) Two school district medical advisors, one of whom is a member of the American Academy of Pediatrics;

5858 (8) One representative of the Connecticut Association for Healthcare at Home who is a school nurse; and

6060 (9) The Commissioners of Education and Public Health, or the commissioners' designees who shall be ex-officio, nonvoting members and shall attend meetings of the advisory council.
