2424 AN ACT EXPANDING ACCESS TO MOTION PICTURE SCREENINGS IN THE STATE.

2626 Be it enacted by the Senate and House of Representatives in General Assembly convened:

2828 Section 1. (NEW) (Effective July 1, 2017) (a) For purposes of this section, (1) "movie theater" means a place of public accommodation, resort or amusement, as defined in section 46a-63 of the general statutes, that screens motion pictures in more than one location of the state for profit, (2) "motion picture" means a film with audio that is commercially produced for enjoyment by a national audience, (3) "audio description" means an additional narration track for blind or visually impaired consumers of motion pictures that may describe what is happening on the movie screen during the natural pauses in audio and sometimes during dialogue, and (4) "open captioning" means text displayed on the movie screen of spoken dialogue in the motion picture for persons who are deaf or hearing impaired.

3030 (b) A movie theater shall provide open captioning during not less than two screenings per week of any motion picture that such theater screens seven days per week if such motion picture is produced and offered with open captioning.

3232 (c) A movie theater shall provide, upon request, audio description of any motion picture that is produced and offered with audio description.

3434 (d) A movie theater shall provide notice to the public of screenings of motion pictures with open captioning and the availability of audio description.

3636 (e) A violation of this section shall be a discriminatory practice pursuant to section 46a-64 of the general statutes.

3838 (f) This section shall not apply to the screening of a motion picture that is not produced with open captioning or audio description.
