AN ACT CONCERNING COMMERCIAL USES FOR RECYCLED GLASS. 

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective from passage) Not later than February 1, 2018, the Commissioner of Energy and Environmental Protection, in accordance with the provisions of section 11-4a of the general statutes, shall submit a report to the joint standing committee of the General Assembly having cognizance of matters relating to the environment that identifies viable commercial uses for glass that is recycled in this state and that recommends any necessary changes to the methods and procedures for collection of such glass in this state to establish best practices for such collection that will support and facilitate such commercial uses. In developing such report, the commissioner shall evaluate potential uses for such recycled glass, including, but not limited to, construction materials, landscape and playscape cover, fiber optic cables, fiberglass, pipe bedding, finishes and filtration systems. Additionally, the commissioner shall determine the viability of establishing a minimum recycled content requirement for glass containers sold in this state and make any recommendation for legislation concerning such a requirement.
