5252 WHEREAS, on Monday, July 3, 2017, the State of Connecticut lost a distinguished former legislator and longtime public servant, with the passing of Kevin DelGobbo at the age of fifty-three; and

5454 WHEREAS, Kevin was born on April 15, 1964, in Oradell, New Jersey, the son of the late Nancy (Avallone) Stiber and Joseph DelGobbo; and

5656 WHEREAS, he graduated from The University of Connecticut in 1986, where he earned a B.A. in Political Science; and

5858 WHEREAS, from a young age he had an interest in politics and became a politician on both the local and state levels; and

6060 WHEREAS, he was an involved resident of the borough of Naugatuck where he lived since 1976, and served on several borough boards, including the Board of Mayor and Burgesses and Board of Finance; and

6262 WHEREAS, from 1991 to 1994, he was executive director of the Connecticut Republican party; and

6464 WHEREAS, from 1997 to 2009, Kevin was a state legislator for the 70th District, where he worked tirelessly on energy, telecommunications, water policy, long-term health care and state budget issues; and

6666 WHEREAS, during his years as a legislator he was regarded by both sides of the aisle as an extremely hardworking, knowledgeable and effective legislator; and

6868 WHEREAS, during his time in the General Assembly he served as ranking member of the Energy and Technology and Appropriations Committees and as member of many other committees, including Finance, Revenue and Bonding, Public Safety, Government Administration and Elections, Legislative Regulation Review, Legislative Program Review and Investigations and the Select Committee on Aging; and

7070 WHEREAS, after his legislative service he became a commissioner of the Department of Public Utility Control, from 2009 to 2012, and, in his first year, became chairman of the department; and

7272 WHEREAS, he remained chairman until the department's transition into an agency under control of the newly created Department of Energy and Environmental Protection; and

7474 WHEREAS, after serving as the Chief Executive Officer for the Waterbury Development Corporation, he became senior adviser to Waterbury Mayor Neil O'Leary for two years, until 2015; and

7676 WHEREAS, in 2015, Kevin became the Director of Revenue Requirements for Eversource Energy, where he was employed at the time of his death; and

7878 WHEREAS, Kevin was known for his dedicated and tireless service to his community, including, but not limited to, serving on Naugatuck YMCA's Board of Directors, as a corporator for Connecticut Community Care, Inc., as a board member for Naugatuck Ambulance, the Waterbury Symphony and the Naugatuck Day Care and as board president, board member and campaign chair for the United Way of Naugatuck and Beacon Falls; and

8080 WHEREAS, he was also a member of the Saint Mary's Foundation, Waterbury Housing Fund, Naugatuck Board of Finance, the Naugatuck Economic Development Corporation and Naugatuck Youth Services; and

8282 WHEREAS, his many community and civic roles earned him multiple awards, including the Legislator of the Year Award, Van Allen Medal for Extraordinary Community Service, Mary Connolly Community Caring Award, Franklin Johnson Sr. Outstanding Citizenship Award, Lewis A. Dibble Sr. Award, Frederick D. Zonino Volunteer Award and Naugatuck Exchange Clubs Citizen of the Year Award; and

8484 WHEREAS, he enjoyed serving as a justice of the peace and united many couples in matrimony; and

8686 WHEREAS, Kevin is survived by his father, W. Barry Stiber; his sister Christina Dwire and brother-in-law, Greg, his niece, Maggie and nephew, J.T.; his sister Cyndi Stiber and her husband, Rob Pollock; his uncle, Wendle Stiber; and his girlfriend, Sandy Lee.

8888 NOW, THEREFORE, BE IT RESOLVED, that the Connecticut General Assembly expresses its sincere sympathy and heartfelt condolences on the passing of a distinguished former legislator and longtime public servant, Kevin DelGobbo, whose death is a profound loss to his family and friends, to public service, to the Naugatuck community and to the people of the State of Connecticut; and

9090 BE IT FURTHER RESOLVED, that the clerks of the Senate and the House of Representatives cause a copy of this resolution to be sent to the family of Kevin DelGobbo as an expression of the high esteem and affection in which he is held.
