Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (Effective from passage) (a) Notwithstanding any provision of the general statutes, on or before January 1, 2019, the Department of Energy and Environmental Protection shall issue a request for proposals to sell the former Seaside Regional Center property located in the town of Waterford at a cost equal to the fair market value of said property, as determined by the average of the appraisals of two independent appraisers selected by said department. The Department of Energy and Environmental Protection shall use an expedited process for the sale of said property, provided the sale shall be subject to the approval of the State Properties Review Board. (b) The State Properties Review Board shall complete its review of the sale of said property not later than thirty days after it receives a proposed agreement from the Department of Energy and Environmental Protection. The property shall remain under the care and control of said department until a sale is made in accordance with the provisions of this section. The State Treasurer shall execute and deliver any deed or instrument necessary for said sale. The Commissioner of Energy and Environmental Protection shall have the sole responsibility for all other incidents of said sale.
