Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (Effective from passage) The Commissioner of Education, in consultation with the Commissioner of Early Childhood, shall review the current means of funding early childhood education in the state to determine whether such education is being provided by the most cost-efficient, equitable and effective means. On or before October 1, 2018, the Commissioner of Education shall submit, in accordance with the provisions of section 11-4a of the general statutes, the results of the review to the joint standing committees of the General Assembly having cognizance of matters relating to appropriations and the budgets of state agencies and education. The results shall include recommendations for revisions to funding for early childhood education and any legislation necessary to implement such revisions.
