2424 AN ACT CONCERNING MENTAL HEALTH FUNDING.

2626 Be it enacted by the Senate and House of Representatives in General Assembly convened:

2828 Section 1. (Effective from passage) The Commissioner of Mental Health and Addiction Services shall review current state funding for mental health services in the state, including funding for inmate mental health services, to determine whether such services are being provided by the most cost-efficient, equitable and effective means. In conducting said review, the commissioner may consult with such representatives of other state agencies as the commissioner deems necessary. On or before October 1, 2018, the commissioner shall submit, in accordance with the provisions of section 11-4a of the general statutes, the results of the review to the joint standing committees of the General Assembly having cognizance of matters relating to appropriations and the budgets of state agencies and public health. The results shall include recommendations for revisions to the funding for mental health services and any legislation necessary to implement such revisions.
