2121 AN ACT REQUIRING INTERNET SERVICE PROVIDERS THAT ARE
2222 STATE CONTRACTORS TO ADOPT A NET NEUTRALITY POLICY.
2323 Be it enacted by the Senate and House of Representatives in General
2424 Assembly convened:

2626 That title 16 of the general statutes be amended to require any 1
2727 Internet service provider that is a state contractor to adopt a net 2
2828 neutrality policy that includes requirements that such state contractor: 3
2929 (1) Shall not block lawful content, applications, services or 4
3030 nonharmful devices, subject to reasonable network management that is 5
3131 disclosed to the consumer; 6
3232 (2) Shall not impair or degrade lawful Internet traffic on the basis 7
3333 Internet content, application or service or use of a nonharmful device, 8
3434 subject to reasonable network management that is disclosed to the 9
3535 consumer; 10
3636 (3) Shall not engage in paid prioritization, or accept any 11
3737 consideration to manage its network in a way that benefits particular 12

4343 (4) Shall publicly disclose accurate information regarding the 14
4444 network management practices, performance and commercial terms of 15
4545 its broadband Internet access services sufficient for consumers to make 16
4646 informed choices regarding the use of such services. 17
