26 | 26 | | That title 16 of the general statutes be amended to require any 1 |

27 | 27 | | Internet service provider that is a state contractor to adopt a net 2 |

28 | 28 | | neutrality policy that includes requirements that such state contractor: 3 |

29 | 29 | | (1) Shall not block lawful content, applications, services or 4 |
---|
30 | 30 | | nonharmful devices, subject to reasonable network management that is 5 |
---|
31 | 31 | | disclosed to the consumer; 6 |
---|
32 | 32 | | (2) Shall not impair or degrade lawful Internet traffic on the basis 7 |
---|
33 | 33 | | Internet content, application or service or use of a nonharmful device, 8 |

34 | 34 | | subject to reasonable network management that is disclosed to the 9 |
