AN ACT CONCERNING THE STATE ELECTIONS ENFORCEMENT COMMISSION AND POLITICAL EXPRESSION. Be it enacted by the Senate and House of Representatives in General Assembly convened: That title 9 of the general statutes be amended to permit the State 1 Elections Enforcement Commission to (1) investigate complaints 2 related to the placement upon or removal from private property of 3 lawn signs, other political campaign materials, flags or other 4 expressions of protected speech without the permission of the owner 5 of such property, and (2) impose civil penalties upon a finding that the 6 subject of the complaint has engaged in such conduct. 7 Statement of Purpose: To permit the State Elections Enforcement Commission to investigate the placement or removal of forms of political expression on private property without the permission of the owner of such property and impose civil penalties for such conduct.
