| 28 | 28 | expressions of protected speech without the permission of the owner 5 | |
| 29 | 29 | of such property, and (2) impose civil penalties upon a finding that the 6 | |
| 30 | 30 | subject of the complaint has engaged in such conduct. 7 | |
