AN ACT CONCERNING A STUDY TO EXPAND ACCESS TO COST -
EFFICIENT HOME AND COMMUNITY -BASED CARE. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That a task force be established to study models to expand access to 1 
cost-efficient home and community-based care, including the 2 
authorization of Miller Trusts to obtain Medicaid income eligibility 3 
and fund Medicaid expenses assigned to a Medicaid recipient after 4 
expenses allowable under federal law.  5 
Statement of Purpose:   
To study methods to expand access to cost-efficient home and 
community-based care, including authorization of Miller Trusts in 
determining income eligibility for Medicaid.
