AN ACT CONCERNING BASELESS, VEXATIOUS OR SERIAL 
COMPLAINTS MADE WITH STATE AGENCIES. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That the general statutes be amended to provide a consequence for 1 
any person filing a baseless, vexatious or serial complaint with a state 2 
agency where the agency can determine that the person's reason for 3 
filing the complaints was not to protect the public's interest. 4 
Statement of Purpose:   
To provide a consequence for baseless, vexations or serial complaints 
made with state agencies.
