LCO No. 4565 1 of 2 General Assembly Committee Bill No. 5689 January Session, 2019 LCO No. 4565 Referred to Committee on ENVIRONMENT Introduced by: (ENV) AN ACT REQUIRING THE DEVELOPMENT OF A MAN UAL FOR THE SAFE CONSTRUCTION OF RESIDENTIAL PIERS AND DOCKS. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective from passage) The Commissioner of 1 Energy and Environmental Protection, within available resources, shall 2 develop a guidance manual for the design and construction of 3 recreational docks and piers. Such manual shall include, but not be 4 limited to, resilience criteria and standards for such docks and piers 5 that are intended to prevent or minimize future hazards to life and 6 property within the coastal jurisdictional boundary. In developing 7 such criteria and standards, the commissioner shall consider the effect 8 of severe weather events and evaluate the use of nonfouling plastic 9 lumber for such construction. 10 This act shall take effect as follows and shall amend the following sections: Section 1 from passage New section Committee Bill No. 5689 LCO No. 4565 2 of 2 Statement of Purpose: To better provide for safe residential docks and piers in the state.
