1818 AN ACT PROHIBITING CERTAIN OFFENDERS FROM EARNING RISK
1919 REDUCTION CREDITS.
2020 Be it enacted by the Senate and House of Representatives in General
2121 Assembly convened:

2323 That section 18-98e of the general statutes be amended to prohibit 1
2424 any person convicted of one or more of the following crimes from 2
2525 earning risk reduction credit toward a reduction in such person's 3
2626 sentence: (1) Manslaughter in the first degree under section 53a-55 of 4
2727 the general statutes, (2) manslaughter in the first degree with a firearm 5
2828 under section 53a-55a of the general statutes, (3) assault in the first 6
2929 degree under section 53a-59 of the general statutes, (4) assault of an 7
3030 elderly, blind, disabled or pregnant person or a person with 8
3131 intellectual disability in the first degree under section 53a-59a of the 9
3232 general statutes, (5) assault of a pregnant woman resulting in 10
3333 termination of pregnancy under section 53a-59c of the general statutes, 11
3434 (6) sexual assault in the first degree under section 53a-70 of the general 12
3535 statutes, (7) aggravated sexual assault of a minor under section 53a-70c 13
3636 of the general statutes, (8) sexual assault in the third degree with a 14
3737 firearm under section 53a-72b of the general statutes, (9) kidnapping in 15
3838 the first degree under section 53a-92 of the general statutes, (10) 16
3939 kidnapping in the first degree with a firearm under section 53a-92a of 17 Proposed Bill No. 5727

4444 the general statutes, (11) burglary in the first degree under section 53a-18
4545 101 of the general statutes, (12) arson in the first degree under section 19

4848 obscene performance under section 53a-196a of the general statutes, 22
4949 and (15) being a persistent operating while under the influence felony 23

5151 Statement of Purpose:
5252 To protect the public by prohibiting persons convicted of serious
5353 felonies from participating in the earned risk reduction credit program.
