| 20 | 20 | Be it enacted by the Senate and House of Representatives in General | |

| 23 | 23 | That the general statutes be amended to permit a municipality to, by 1 | |
| 24 | 24 | ordinance, impose an annual user fee on any public or independent 2 | |
| 25 | 25 | institution of higher education located in such municipality. Such user 3 | |
| 26 | 26 | fee shall be the product of the number of full-time students residing on 4 | |
| 27 | 27 | such institution's property within such municipality multiplied by an 5 | |
| 28 | 28 | amount determined by such municipality, provided such amount shall 6 | |
| 29 | 29 | not exceed four hundred dollars per full-time residential student. 7 | |
