AN ACT CONCERNING THE SALE OF TOBACCO, ELECTRONIC 
NICOTINE DELIVERY SYSTEMS AND VAPOR PRODUCTS TO 
UNDERAGE PERSONS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That the general statutes be amended to (1) increase the fines levied 1 
upon anyone who sells tobacco, an electronic nicotine delivery system 2 
or a vapor products to an underage person, and (2) deposit any 3 
revenue generated from such increase in fines into a fund that shall be 4 
used for anti-tobacco and anti-vaping education programs for 5 
Connecticut's students and the establishment of a grant program for 6 
the installation of vapor detectors in public schools. 7 
Statement of Purpose:   
To increase fines and penalties for the illegal sale of tobacco, electronic 
nicotine delivery systems and vapor products to underage persons, 
and to use such revenue for anti-tobacco and anti-vaping programs, 
and the creation of a grant program to make vapor detectors available 
to schools.
