AN ACT CONCERNING THE ESTABLISHMENT OF A NEUTRAL STATE PANEL FOR SPECIAL EDUCATION PLACEMENTS. Be it enacted by the Senate and House of Representatives in General Assembly convened: That part V of chapter 164 of the general statutes be amended to 1 establish a neutral state panel that is responsible for making decisions 2 concerning special education placements and determinations and to 3 eliminate the requirement that either a parent or guardian or a local or 4 regional board of education satisfy a burden of proof for such 5 placements or determinations. 6 Statement of Purpose: To establish a neutral state panel to decide special education placements.
