21	20		AN ACT CONCERNING OF FICIAL AND UNOFFICIAL CHECK ERS IN
22	21		POLLING PLACES.
23	22		Be it enacted by the Senate and House of Representatives in General
24	23		Assembly convened:

26	25		Section 1. Subsection (a) of section 9-261 of the general statutes is 1
27	26		repealed and the following is substituted in lieu thereof (Effective 2
28	27		October 1, 2019): 3
29	28		(a) In each primary, election or referendum, when an elector has 4
30	29		entered the polling place, the elector shall announce the elector's street 5
31	30		address, if any, and the elector's name to the official checker or 6
32	31		checkers in a tone sufficiently loud and clear as to enable all the 7
33	32		election officials present to hear the same. Each elector who registered 8
34	33		to vote by mail for the first time on or after January 1, 2003, and has a 9
35	34		"mark" next to the elector's name on the official registry list, as 10
36	35		required by section 9-23r, shall present to the official checker or 11
37	36		checkers, before the elector votes, either a current and valid photo 12
38	37		identification that shows the elector's name and address or a copy of a 13
39	38		current utility bill, bank statement, government check, paycheck or 14

47		-	elector. Each other elector shall (1) present to the official checker or 16
48	46		checkers the elector's Social Security card or any other preprinted form 17
49	47		of identification which shows the elector's name and either the elector's 18
50	48		address, signature or photograph, or (2) on a form prescribed by the 19
51	49		Secretary of the State, write the elector's residential address and date of 20
52	50		birth, print the elector's name and sign a statement under penalty of 21
53	51		false statement that the elector is the elector whose name appears on 22
54	52		the official checklist. Such form shall clearly state the penalty of false 23
55	53		statement. A separate form shall be used for each elector. If the elector 24
56	54		presents a preprinted form of identification under subdivision (1) of 25
57	55		this subsection, the official checker or checkers shall check the name of 26
58	56		such elector on the official checklist, manually on paper or 27
59	57		electronically. If the elector completes the form under subdivision (2) 28
60	58		of this subsection, the registrar of voters or the assistant registrar of 29
61	59		voters, as the case may be, shall examine the information on such form 30
62	60		and either instruct the official checker or checkers to check the name of 31
63	61		such elector on the official checklist, manually on paper or 32
64	62		electronically, or notify the elector that the form is incomplete or 33
65	63		inaccurate. The official checker shall, upon checking the name of an 34
66	64		elector on the official checklist, announce such elector's voter 35
67	65		identification number in a tone sufficiently loud and clear as to enable 36
68	66		any unofficial checkers to hear the same. 37
