AN ACT EXTENDING THE HOURS OF ELECTION DAY 
REGISTRATION. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Section 9-174 of the general statutes is repealed and the 1 
following is substituted in lieu thereof (Effective from passage): 2 
(a) Notwithstanding the provisions of any general statute, special 3 
act or municipal charter to the contrary, at any regular election, or at 4 
any special election held to fill a vacancy in a state, district or 5 
municipal office, the polls shall remain open for voting from six o'clock 6 
a.m. until eight o'clock p.m. No elector shall be permitted to cast his 7 
vote after the hour prescribed for the closing of the polls in any 8 
election unless such elector is in line at eight o'clock p.m. An election 9 
official or a police official of the municipality, who is designated by the 10 
moderator, shall be placed at the end of the line at eight o'clock p.m. 11 
Such official shall not allow any electors who were not in such line at 12 
eight o'clock p.m. to enter such line. 13 
(b) Notwithstanding the provisions of any general statute, special 14

act or municipal charter to the contrary, at any regular election, the 15 
location designated for election day registration pursuant to 16 
subdivision (1) of subsection (c) of section 9-19j shall remain open for 17 
election day registration and voting from six o'clock a.m. until eight 18 
o'clock p.m. No applicant for election day registration shall be 19 
admitted as an elector or permitted to cast such applicant's vote after 20 
the hour prescribed for the closing of the location designated for such 21 
purposes in any regular election unless such applicant is in line at 22 
eight o'clock p.m. An election official or a police official of the 23 
municipality, who is appointed by the registrars of voters, shall be 24 
placed at the end of the line at eight o'clock p.m. Such official shall not 25 
allow any applicants for election day registration who were not in such 26 
line at eight o'clock p.m. to enter such line.  27 
Sec. 2. Subsection (d) of section 9-19j of the general statutes is 28 
repealed and the following is substituted in lieu thereof (Effective from 29 
passage): 30 
(d) Any person applying to register on election day under the 31 
provisions of subsections (a) to (i), inclusive, of this section shall make 32 
application in accordance with the provisions of section 9-20, provided 33 
(1) on election day, the applicant shall appear in person not later than 34 
eight o'clock p.m., in accordance with subsection (b) of section 9-174, as 35 
amended by this act, at the location designated by the registrars of 36 
voters for election day registration, (2) an applicant who is a student 37 
enrolled at an institution of higher education may submit a current 38 
photo identification card issued by [said] such institution in lieu of the 39 
identification required by section 9-20, and (3) the applicant shall 40 
declare under oath that the applicant has not previously voted in the 41 
election. If the information that the applicant is required to provide 42 
under section 9-20 and subsections (a) to (i), inclusive, of this section 43 
does not include proof of the applicant's residential address, the 44 
applicant shall also submit identification that shows the applicant's 45 
bona fide residence address, including, but not limited to, a learner's 46 
permit issued under section 14-36 or a utility bill that has the 47

applicant's name and current address and that has a due date that is 48 
not later than thirty days after the election or, in the case of a student 49 
enrolled at an institution of higher education, a registration or fee 50 
statement from such institution that has the applicant's name and 51 
current address. 52 
This act shall take effect as follows and shall amend the following 
sections:

Statement of Purpose:   
To permit applicants in line for election day registration prior to eight 
o'clock p.m. to be admitted as electors and cast a vote in a regular 
election.
