1216 Be it enacted by the Senate and House of Representatives in General

15-Section 1. (NEW) (Effective July 1, 2019) (a) On or before January 1,
16-2020, the Board of Regents for Higher Education shall establish a pilot
17-program for the expansion of advanced manufacturing certificate
18-programs to public high schools in the state. The board shall (1)
19-prescribe the form and manner in which local or regional boards of
20-education may apply to the board to participate in the pilot program,
21-(2) establish the criteria to be used by the board in selecting a public
22-high school to participate in the pilot program, which shall include,
23-but need not be limited to, prioritizing the placement of such advanced
24-manufacturing certificate programs in areas of the state where (A)
25-there is a need for a workforce trained in advanced manufacturing, (B)
26-there are economically distressed municipalities, (C) residents do not
27-have access to advanced manufacturing certificate programs within
28-close proximity to their homes, and (D) there is sufficient space in a
29-public high school to operate an advanced manufacturing certificate
30-program, and (3) explore the means of funding the pilot program
31-through public-private partnerships, grant programs, federal funds or
32-state funds through the Workforce Investment Boards, any relevant Substitute House Bill No. 5833

20+2020, the Board of Regents for Higher Education shall establish a pilot 2
21+program for the expansion of the advanced manufacturing certificate 3
22+programs offered by the regional community-technical colleges to 4
23+public high schools in the state, which public high schools shall 5
24+function as satellite locations of the advanced manufacturing centers 6
25+located at such colleges. The board shall (1) prescribe the form and 7
26+manner in which local or regional boards of education may apply to 8
27+the board to participate in the pilot program, (2) establish the criteria to 9
28+be used by the board in selecting up to eight public high schools to 10
29+participate in the pilot program, which shall include, but need not be 11
30+limited to, prioritizing the placement of such advanced manufacturing 12
31+certificate programs in areas of the state where (A) there is a need for a 13
32+workforce trained in advanced manufacturing, (B) there are 14
33+economically distressed municipalities, (C) residents do not have 15
34+access to advanced manufacturing certificate programs within close 16
35+proximity to their homes, and (D) there is sufficient space in a public 17
36+high school to operate an advanced manufacturing certificate program, 18
37+and (3) explore the means of funding the pilot program through 19

36-program of the Department of Economic and Community
37-Development, the Connecticut Manufacturing Innovation Fund and
38-the Labor Department's office of apprenticeship training. The board
39-may select not more than one public high school per year in which to
40-establish an advanced manufacturing certificate program.
41-(b) Any local or regional board of education, separately or jointly
42-with other local or regional boards of education in the surrounding
43-area, may apply to participate in the pilot program in the form and
44-manner prescribed by the Board of Regents for Higher Education. Each
45-local or regional board of education that is selected and chooses to
46-participate in the pilot program, whether separately or jointly, shall
47-enter into a memorandum of understanding and any other relevant
48-agreement with the Board of Regents for Higher Education for the
49-operation of the advanced manufacturing certificate program at a
50-public high school within the school district of such local or regional
51-board of education. Notwithstanding sections 4b-23, 4b-30 and 4b-32 of
52-the general statutes and subdivision (15) of subsection (a) of section
53-10a-6 of the general statutes, the Board of Regents for Higher
54-Education may enter into a memorandum of understanding and any
55-other relevant agreement with a local or regional board of education
56-for the purposes of this section. Such memorandum of understanding
57-shall include, but need not be limited to, (1) the number of high school
58-and college credits the students enrolled in t he advanced
59-manufacturing certificate program may earn after successful
60-completion of such program, (2) operating hours and staffing levels for
61-the advanced manufacturing certificate program at a public high
62-school, and (3) the standards for student admission and the process for
63-application to the advanced manufacturing certificate program.
64-(c) The Board of Regents for Higher Education may collaborate with
65-an independent institution of higher education, as defined in section
66-10a-173 of the general statutes, that offers an advanced manufacturing Substitute House Bill No. 5833

45+funds through the Workforce Investment Boards, any relevant 21
46+program of the Department of Economic and Community 22
47+Development, the Connecticut Manufacturing Innovation Fund and 23
48+the Labor Department's office of apprenticeship training. 24
49+(b) Any local or regional board of education, separately or jointly 25
50+with other local or regional boards of education in the surrounding 26
51+area, may apply to participate in the pilot program in the form and 27
52+manner prescribed by the Board of Regents for Higher Education. Each 28
53+local or regional board of education selected to participate in the pilot 29
54+program, whether separately or jointly, shall enter into a 30
55+memorandum of understanding for the operation of the advanced 31
56+manufacturing center satellite location with the regional community-32
57+technical college that serves the area in which the board is located, as 33
58+such areas are described in section 10a-78 of the general statutes. Such 34
59+memorandum of understanding shall include, but need not be limited 35
60+to, (1) the number of high school and college credits the students 36
61+enrolled in the advanced manufacturing certificate program may earn 37
62+after successful completion of such program, (2) operating hours and 38
63+staffing levels for the advanced manufacturing center satellite location, 39
64+and (3) the standards for student admission and the process for 40
65+application to the advanced manufacturing certificate program. 41
66+(c) Beginning in the fall semester in 2020, and for each academic 42
67+semester thereafter, each advanced manufacturing center satellite 43
68+location approved by the Board of Regents for Higher Education shall 44
69+enroll (1) public high school students in grade eleven or twelve from 45
70+the school districts of the local or regional board or boards of 46
71+education that have entered into the memorandum of understanding 47
72+pursuant to subsection (b) of this section, to simultaneously earn high 48
73+school credits from the public high school in which the student is 49
74+enrolled and college credits and an advanced manufacturing certificate 50
75+from the regional community-technical college that operates the 51
76+advanced manufacturing center satellite location, and (2) adults for 52
77+classes during the evening and weekend hours to earn an advanced 53 Substitute Bill No. 5833

70-certificate program for the operation of an advanced manufacturing
71-certificate program at a public high school, provided the local or
72-regional board of education that is selected and chooses to participate
73-in the pilot program agrees to such collaboration. If the local or
74-regional board of education agrees to such collaboration, such local or
75-regional board of education shall enter into a memorandum of
76-understanding and any other relevant agreement with the
77-independent institution of higher education for the operation of an
78-advanced manufacturing certificate program at a public high school
79-within the school district of such local or regional board of education.
80-(d) Beginning in the fall semester of 2020, and for each academic
81-semester thereafter, each advanced manufacturing certificate program
82-established at a public high school shall enroll (1) public high school
83-students in grade eleven or twelve from the school districts of the local
84-or regional board or boards of education that have entered into the
85-memorandum of understanding pursuant to subsection (b) or (c) of
86-this section, to simultaneously earn high school credits from the public
87-high school in which the student is enrolled and college credits and an
88-advanced manufacturing certificate from the regional community-
89-technical college or the independent institution of higher education
90-that operates the advanced manufacturing certificate program, and (2)
91-upon the approval of the local or regional board of education, adults
92-for classes during the evening and weekend hours to earn an advanced
93-manufacturing certificate from the regional community-technical
94-college or the independent institution of higher education that
95-operates the advanced manufacturing certificate program.
96-(e) Not later than January 1, 2021, and annually thereafter, the
97-president of the Board of Regents for Higher Education, in
98-consultation with the president of any independent institution of
99-higher education with which the board collaborates pursuant to
100-subsection (c) of this section, shall report, in accordance with the Substitute House Bill No. 5833

104-provisions of section 11-4a of the general statutes, to the joint standing
105-committees of the General Assembly having cognizance of matters
106-relating to higher education and employment advancement and
107-education on the operation and effectiveness of the pilot program and
108-any recommendations to expand the pilot program.

92+and education on the operation and effectiveness of the pilot program 62
93+and any recommendations to expand the pilot program. 63
