1219 AN ACT ESTABLISHING A PILOT PROGRAM TO IMP LEMENT
1320 RECOMMENDATIONS OF T HE COMMISSIONER OF H OUSING TO
1421 IMPROVE CERTAIN STAT E-FUNDED PUBLIC HOUSIN G PROJECTS.
1522 Be it enacted by the Senate and House of Representatives in General
1623 Assembly convened:

1825 Section 1. (Effective from passage) (a) For the purposes of this section, 1
1926 "elderly tenants" means tenants sixty-two years of age or older and 2
2027 "younger tenants with disabilities" means tenants who are not yet 3
2128 sixty-two years of age and who have been certified by the Social 4
2229 Security Board as being totally disabled under the Social Security Act, 5
23-or certified by any other federal board or agency as being totally 6
24-disabled. The Commissioner of Housing shall establish a pilot program 7
25-to implement the recommendations of the Department of Housing and 8
26-the Connecticut Fair Housing Center, pursuant to special acts 17-19 9
27-and 18-12, to improve certain state-funded housing projects that 10
28-provide services to both elderly tenants and younger tenants with 11
29-disabilities. 12

3446 funded housing projects that provide services to elderly tenants and 17
3547 younger tenants with disabilities to participate in the pilot program. 18

4551 units; and one large building containing not less than eighty-one and 22

47-(c) Not later than October 1, 2019, each housing authority 24

4854 participating in the program shall agree to implement the following 25
49-measures in the building within the authority's housing project that 26
50-was designated under subsection (b) of this section for a period of one 27
51-calendar year: 28
52-(1) A social coordinator shall be on site for at least four hours a day 29
53-for two days per week. The social coordinator shall develop, organize 30
54-and implement social activities for both the population of elderly 31
55-tenants and the population of younger tenants with disabilities, either 32
56-separately or collectively. 33
57-(2) A resident service coordinator shall be on site for at least four 34
58-hours a day for two days per week. In addition to implementing 35
59-existing programs that benefit the population of younger tenants with 36
60-disabilities, the resident service coordinator shall develop an assistance 37
61-component for the elderly tenant population, in order to address the 38
62-needs of both the elderly tenants and the younger tenants with 39
63-disabilities. 40
64-(3) A security officer, if one is not already present, shall be on site 41
65-for at least eight hours per day to assist residents and monitor security. 42
66-(d) The costs for implementing the pilot program shall be shared 43
67-between the Departments of Housing, Mental Health and Addiction 44
68-Services and Social Services. Not later than January 11, 2021, the 45
69-Department of Housing shall submit a report, in accordance with the 46
70-provisions of section 11-4a of the general statutes, to the joint standing 47
71-committee of the General Assembly having cognizance of matters 48
72-relating to housing. Such report shall include, but not be limited to, an 49
73-evaluation of the results of the pilot program and any findings and 50
74-recommendations with regard to future implementation of similar 51 Substitute Bill No. 5847
55+measures in each of the three buildings for a period of one calendar 26
