AN ACT REVISING THE DEFINITION OF "NEGLECTED" IN JUVENILE 
MATTERS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That subdivision (4) of section 46b-120 of the general statutes be 1 
amended to provide that "neglected" does not include permitting a 2 
child, who is of sufficient maturity, physical condition and mental 3 
ability to avoid substantial risk of physical harm, to engage in 4 
independent activities that include, but are not limited to: (1) Traveling 5 
to and from school by walking, running or biking, (2) traveling to and 6 
from nearby commercial or recreational facilities, and (3) engaging in 7 
outdoor play or similar activities. 8 
Statement of Purpose:   
To ensure, within limits, that parents are permitted to give their 
children age-appropriate freedoms to participate in certain activities.
