AN ACT CONCERNING PESTICIDE REGULATION IN THE STATE. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to: (1) Establish a dedicated 1 fund for revenues generated through pesticide registration fees to be 2 used to cover the costs of regulating pesticides, inspection and 3 enforcement activities, (2) implement an electronic reporting and 4 record keeping system for pesticide permits, certifications and 5 registrations, (3) improve the state's ability to access, analyze and make 6 data related to pesticide use available to the public, (4) reinstate the 7 environmental monitoring program to monitor and determine the 8 amount of pesticides present in our soil and water resources, as well as 9 wildlife, and (5) close on-line purchasing loopholes allowing for 10 uncertified persons to purchase restricted-use pesticides without 11 proper certification under state law. 12 Statement of Purpose: To implement the recommendations of the Council on Environmental Quality for properly enforcing pesticide restrictions.
