AN ACT INCREASING THE THRESHOLD REQUIRED FOR PASSAGE
OF EMERGENCY CERTIFIED BILLS.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
That the general statutes be amended to require the approval of 1
three-fifths of the total membership of both chambers of the General 2
Assembly for passage of emergency certified bills. 3
Statement of Purpose:
To limit the use of emergency certification.
